While this ruling was in a Federal court, does it apply to anywhere other then Delaware?
I'm not a lawyer, but I do believe it has legal implications nationwide. Precedent?

Not a lawyer either. It has implications to that federal district for sure and plaintiffs in other districts would point to this ruling. Another federal district could rule contrary which would tee up a likely a SCOTUS review. I think the ruling was great.
