I was surprised our favorite Californian didn't mention this.
The TL/DR version, Currently, members of the California Rifle & Pistol Association, Gun Owners of America, Gun Owners of California, or the Second Amendment Foundation who live outside of California may apply for a California concealed carry permit.

I read a little bit into the fine print. You need to be planning a trip to CA and apply for the permit in the county you will be visiting, have to specify what firearm(s) you plan to carry, and also provide "marksmanship certification" for each firearm. Didn't read much beyond that. CA bans carry unless the establishment posts a sign permitting it and bans in state parks, etc. (Members of MS13, TDA, etc. are exempt from such restrictions of course).

I've considered pursuing a non-resident permit for IL so I can at least drive on the highway when traveling. Otherwise it is effectively useless, IMHO, as almost every place in Chicago bans carry.

Illinois is like California. Except the weather sucks. :)

IANAL. I don’t know if it still stands since I moved out of Illinois 3 years ago, but Illinois doesn’t issue nonresident permits unless the state has the same requirements to obtain a permit as Illinois. 16 hour class. I believe Hawaii was the only state that had reciprocity with Illinois when I left. Maybe it has changed. However I do believe if you have a permit from another state, you can be armed while in your vehicle. Gun fully concealed and must disarm prior to leaving your vehicle.

"Only residents of states or territories of the United States that have laws substantially similar to the requirements to obtain a license under the Firearm Concealed Carry Act are eligible. Currently, the only states considered to be substantially similar are Arkansas, Idaho, Mississippi, Nevada, Texas and Virginia."

USCCA is a pretty good source for figuring out what's what state by state.

So it looks like some progress has been made. I do hope they are actually issuing non resident permits now. What I find ridiculous is that the day I moved out of Illinois my permit was null and void with no chance of a non resident permits even though I still had 2 years left on said permit. Just remember IL was the last state in the union to get concealed carry and that was only because the U.S. Supreme Court mandated it. IL hates lawful gun owners.

Asked my sister many times... why do you live here? (in Illinois)

I dont think it's a conservative/liberal thing. It's an utterly dysfunctional, corrupt bureaucracy. It's so broken, they would have to wipe the slate clean and start over. Chicago is the next Detroit. I don't think the tailspin can be stopped now.

Good catch, Iooked into that angle a bit and USCCA even indicates permitless carry in your vehicle is ok in IL as long as your home state has permitless carry & you are allowed to possess the gun. With the caveat you mentioned that it needs to stay in the car.

I don't know about the other states, but Arkansas is NOTHING like Illinois when it comes to gun laws. That's really strange.

And Texas??? LOL! Hardly.

It isn't the gun laws in general, it is more the training requirements to get the permit. Illinois wants 16 hours of class time, Ohio has only 8. Oddly when I look at TX, it seems like it is maybe less than 8. More broadly, I don't understand why some states like Ohio accept an IL permit when IL doesn't accept Ohio (I thought reciprocity meant both parties recognize the other).

Carry laws specifically. In TX you have to pass a written exam and pass a proficiency test to get a carry license. You have a duty to inform also. A lot of people assume TX is a free for all when it comes to guns. It definitely is not. Favorable for sure, but not anything goes.

I noticed signs in a couple of Dallas office buildings that you were required to check your firearm with the receptionist!

From 2014 when IL finally got concealed carry 2022 when I left, I don’t think one single non resident permit was issued. I used to be active on Illinoiscarry.com but haven’t really checked much since moving. It’s a great resource. They are very much involved with the politicians, lobbyists and everything having to do with gun laws in that craphole of a state.

Illinois is the textbook, more so Chicago, on how common sense gun laws can make your citizens safer and reduce crime.

Yes, a glittering jewel.

Also in the Illinois concealed carry law, were some separate rules and regulations specifically for Chicago and Crook County. Can’t even keep the law the same across the state.
