I can tell because it's a meme. In my experience (whenever I do a search), I find the quotes are 99.9999% fictitious.
Let's call it a prediction then. See if he throws it out there hoping it will stick to the wall.
He'll kick the can down the road until his term expires (or jump ship right before) and then run for Governor. Claims he balanced NYC budget, when he really got the state of NY to pay his bill.

Yes... and that's a BIG difference from the "quote" in the previous meme. (BTW, I looked it up earlier.)
There's a HUGE difference between, "WE PLAN" and "I do think..."
I think a lot of things. But I'm in no position to PLAN (what I think) for the rest of the country. And neither is he.
