I understand that she's not smart enough to realize the actual meaning of her statement, she's actually saying that it's the people, not the guns that are the problem.

And at the same time, she's effectively TOLERATING the notion that some people are bad... and worse, that law-abiding citizens must be subjected to onerous laws as a way to "address" the criminals.
