I worked at a Ford dealer back at that time.
The reason for the Pintos bursting into flame upon being rear ended was the gas tank was pushed forward in the collision, and the fuel filler pipe was pulled out of the tank. As the tank was compressed, fuel was blown out. The ignition point was the gas tank impacting the rear axle.
The fix was to replace the fuel filler pipe with a longer one, so it would (hopefully) not be pulled out of the tank upon impact. They also installed a plastic shield over the rear axle to prevent sparks from the tank hitting the axle.
