To be clear, this is not a SCOTUS ruling. Rather it's the DC Court of Appeals... a much lower court level. Rather, it is the highest court for the District of Columbia. So it's like a STATE supreme court. But not SCOTUS.

Thanks, corrected it. Should have said courts ruled by virtue of SCOTUS ruling in place.
Yep... which is what they're SUPPOSED to do... defer to the higher court ruling.
Now... will it actually be enforced??? As you said... remains to be seen.
