I don't know if it was Lott's data and interviews that determined this but the general consensus among criminals and convicts is that they would rather encounter a police officer with a gun versus a citizen with a gun. The citizen is far more likely to shoot and kill them...

PS: maybe Kleck et al? :unsure:

just because its on paper, doesn't mean its true. Alot of us here I'm sure have been coached on how to word/write an after action report. People believe the Government Agencies way to much.
