There is no perfect system when dealing with maintaining order. Order meaning a reasonable expectation of public safety - not authoritatively subjugating people. Not sure if Europe has anything figured out per se. Maybe in a large city setting a rapid response team works. Is "Europe" using these teams to protect the farmlands or just highly populated urban areas? Figuring the latter at best. And if some of the sheeple in the cities in Europe carried, maybe some of the potential crime could be kept in check. I won't model after anything Europe does, quite the opposite.
There's very little crime in rural parts of Western Europe. Tac teams tend to be urban as you hinted. They are good. And effective. I witnessed this first hand.
When society in most European countries was more or less monolithic, violent crime was pretty low. Everybody spoke the same language, was born there, were mostly the same color and religion. Now it's a different story since they opened up their gates to so-called refugees. This is why politics are shifting right in that part of the world. I doubt that any country in Europe will relax or change their laws about firearms. And most of the citizens of those countries aren't asking for it to change. In that regard, their history and culture is very different from ours. As a side note, there are a lot of hunters in European countries. As we know handguns are highly regulated and are very rare with civilians. Interestingly, suppressors are generally unregulated and in some countries encouraged. Go figure.
Stereotypes about Americans among Europeans are just as common as what Americans think Europe is like. Neither is really true. The one thing Americans have in common with our European (and UK) contemporaries is everyone recognizes that our elected officials suck.
Anyone looking to point a bony finger at a government who is overly anti-American, corrupt, ineffective and tyrannical? Some say Russia, which would be partially correct. The top of that list is Mexico. We have gone to war with countries who have done far less harm to our way of life.
