Sadly, that's how the system works. Public works arent always failures. Once the engineers start working it usually turns out fine. It's a lot easier to decide to build a dam, bridge, or a city park. The risk is they debate this climate change thing too long, it turns out we are in a long term warming period and there's no time to build adequate flood water management.Re-read that last bit and think about it.![]()
