I recently watched a video (might have been on twitter) of an Amish carriage entering a road from a side street at speed and the carriage fish-tailing behind the horses... :)

The song is called by several titles, "Vietnam Rag" is but one.
The license plate refers to how he prefaced the song at Woodstock. Might be one of the earliest examples of mass audience participation at a concert.

The line you quote is from the refrain. The next line is,
