There used to be entire communities like that down in the Florida Keys many years ago. One was called "Stiltsville." Near Key Biscayne. A lot of houses on stilts, and also on abandoned / used barges that were intentionally grounded in the shallow flats... with homes and businesses built on top of them.

My grandmother's boss (Miami PD) had a fishing shack built on a barge. He used to take us out there when I was a little kid. We thought that was the coolest thing ever.
 
I guess maybe cheaper than the blue hair dye?
